Well, it's not so simple.
The sales weren't the best, but weren't bad either, the main issue was that WhoopeeCamp disbanded due to conflicting ideas shortly after Tomba! 2 was released (and the Tomba! games were the only ones they made), and Sony, who has the copyrights, actually sought someone to make new Tomba! games, but no company wanted to take it on, hence no 3rd game.
Then again, it might be for the best, I'd rather have a great duology, than 2 great games followed with shitty sequels (like Crash or Spyro). Best thing to hope for would be a remasted like Crash and Spyro got.
