For eyes, the exact method varies by eye, but always involves many layers (and many blending modes on those layers, such as overlay, lighten, screen and soft light), star brush, burn tool, dodge tool, gaussian blur filter etc.

Yeah, not the brush shaped like a star though, the brush called a star brush. To me it looks like an anenome, but thats just me.
