According to official sound track she and her cousin Marie are 17. Almost legal in the U.S. and completely legal in Japan.

It is a Japan only 2 disc soundtrack that was released with the game called Splatune. It includes music and sound effects from the game as well as Bio's for the game's music characters.

Also Last I checked there are no plans at this time to release it outside of Japan.
