Thats nonsense,the orange league episodes cant be a filler.
A filler episode means an episode from an anime that didnt based on the manga BUT the whole Pokemon show didnt based on an manga. It based really weak on the games (Pokemon,some characters and the region) but thats not the same realtionship between manga and anime.
I know we have some mangas but they are about the games,not the show.

i think one of my fav eps is where pikachu and mewoth get stuck together i forgot the eps name but i remember it being really enjoyable

I still love that episode; because Charizard earns some respect for Ash, after he was saved by his own trainer from being deep freezed. And he remember back when he was Charmander and traveling together with him.

I have always wondered why Charizard rebelled in the first place. Didn't Ash have like five or six badges when it Charmelion evolved into Charizard? I know that the show doesn't quite follow the game's logic, but Charizard is typically in the 30's or 40's level wise and that's the fourth badge that allows you to handle level 40 Pokemon.

That makes sense, especially when you consider that Charmander was weak and vulnerable. Then Charmander evolved into Charmelion and gained a little power so he tested the boundaries, but once he had evolved into Charizard, he knew that he became powerful and basically didn't have to answer to anyone.

Badges don't mean anything in the anime. It's more akin to Charmander growing up and entering his rebellious phase.

Plus:
1. Looking at DP revisiting the disobedient Pokémon with Dawn's Piloswine/Mamoswine, there's one thing I felt the Indigo and Orange Island season was missing. While far from being one the best episodes ever, The Breed Stampede actually did have Dawn trying to mend things with her now disobedient Piloswine whereas we nver saw Ash trying to do anything to encourage Charizard to respect him like buckling down on his Pre-Indigo League training or some kind of friendship training of sort.
2. Probably doesn't help that he told a battle eager Charmeleon to throw the fight or choosing him to begin with since Paras would have no chance to take him down.

So basically the badges in the anime merely serve as trophies and are needed by guys like Gary who use them for the sole purpose of getting girls and bragging about how badass he is....

They serve as trophies and proof you defeated the gym leaders rather than earning a Pokemon's respect and loyalty. Also levels don't really exist in the anime even back in its early years they didn't exist despite some attempts at integrating game mechanics.
