Most of the inhabitants are simply forced to eat each other from time to time: their world is small, the population is huge, wild animals are sparse and small (rats and alike), and tracking them down and catching is incredibly difficult, walking in the forests is almost as dangerous as the Arena , the food package contains little good food among hardtracks and gruels, and in order to stay healthy all this in total pushes one to bite his fellow man.

The moral views on this are widely ranging. There are those who believe this is a terrible necessity, the very thought of it is repugnant to them, they prefer to eat what others have prepared for them, and it’s better to look and taste as neutral as possible, otherwise it will go back. There are those who believe that it’s okay, we don't live once, and eat human flesh without remorse, but without any enthusiasm too. There are those who believe that eating other people is not only possible, but also important (usually the classes considered being originally not very sane), they can purposefully hunt for others and do cooking. There are whole groups who hunt down their own teammates and don't see the difference between a killing of a foe and a killing of a friend, they consider friendly hunting better because mates are easier to get. There are principled supporters of a "paleodiet" who not only prey on people with an obvious intention, but can even eat them raw and still alive.
Another essential question is who is "human" gives a choice who's the meat. Generally speaking, anyone native to the Loop is human and they, despite being able to distinguish many types and fractions of warriors of assorted monstrosity, still use "people" and "men" as primary characterizations for any of them, no matter how inhuman they appear. But xenophobia is blooming, so it’s usually okay to eat someone not like you (and edible, because there are also poisonous and terrible tasted ones). Altruists ready to sacrifice themselves are extremely outnumbered by the hungry. Though, some fractions clearly have certain preferences - mourts prefer pure humans, trespens can consume any non-spy with no shun, spiders are blood-sucking vegans, usually settled for forest gifts and stolen packages, but a lonely reckless intruder risks of being gnawed to death and thrown away in plain view. 

Engie is caught by his color mates (yes, I didn't put much team color here, but the stripes on Scout's sock are red). This takes place at the most cannibalism-accepting region of the Loop: Scouders' looting rates are higher at the borders, which leads to Humans counteraction of eating more of the resource that is not of an interest for the thieves.
