Wikipedia : Pan-Germanism (German : Pangermanismus or Alldeutsche Bewegung) is a pan-nationalist political idea . Pan-Germanists originally sought to unify all the German-speaking populations of Europe in a single nation-state known as Greater Germany.So i read a thing about french language in the world i think about it and i imagined this.
France asking about Pan Germanism and when he hears about it he decided to do the same thing and create the pan-francisme as there was a lot of territory outside europe I imagined it to be a pirate (besides on the bow I represented the Lower Normandy (reference to Norman)

yes, it's a part of the joke.
Germany when he talking about pan-Germanism he talks about a tribe (a commonality) , but France misunderstands this when Germany speaks about German it thinks at the tribe and not the language ^^ This is why i have shown France leave before germany begins to explain the concept.
For colonie yes and no, by exemple Algeria was considered like a French region; and when Charles de Gaulle abandoned this region people was trying to kill him and make a coup d'état.
after several of these regions have abandoned the French but some promote it and have an impressive number of people speaking French, and we think that in a few decades the vast majority of French speakers will be in Africa.
