Hi! Unfortunately I can't let you use it, since this piece of artwork is used for a Sim, and it could meddle with the Sim's copyright issues if I let their art be used on other websites. Hope you can understand! I do however, have another more recent snow leopard art that you could use, its not attached to any Sim, so there wouldn't be an issue.

Photoshop CS5, and I believe at the time I was using a Wacom Bamboo tablet.
I just used the regular Photoshop default brushes to make it.
