All that is a claim done long ago, later UK made the claim to the totally of what Argentina claimed, and then Chile claims just a bit side of the left.
But all the claims are in pause, because of peace-and-love reasons.
But Argentina is allowed to present to the ONU and to the World this map because of educational and historical reasons.
Aside that being a huge trouble to UK, because the Argentine claim totally superposes the British one. Meanwhile the Chilean one is partial.
Anyway, Argentina has a bases there and people- families and all- living, my father lived there one year. Because he is is from the Air Force.
Argentina is an strictly protector of the Antarctic region, we have forbidden all kind of experimentations and army presence there; aside of the necessary. But no weapons or anything of the sort must be present or constructed there. (being that part of the treaty).
The first baby born in the Antarctic, registered, is Argentinian, being the first Antarctic baby known; being part of the Guinness records BOOK.

In that case, it looks like they've got a better claim than the Brits.

Their claim is the same as us. Only that Argentina has by their side geographical reasons, historical reasons and the support of others countries. Meanwhile UK has his colony and overseas territories arguments and money and influences supporting them.
Between Arg and UK there is a very strange relationship. We need each other in business, and admire each other. But when is about territory....

I might be wrong, but I'm pretty sure that this band thingie that covers his chest is intended for royalty only....

Argentine presidents use a band and a sceptre (bastón de mando).
Diego's clothes are based in the formal uniform of the argentine army.(that can be all white too).
