I doubt she really is all that powerful or equal to a God as people say. She does have Lumas, though.

In the story this Gary character is in, Rosalina has the duty of being a sort of attendant and emissary for the Eteranal Star. The Eternal is more of a kind of God, but even then it's not totally clear.
