I wanted to do an experiment and use a mush smaller brush then i usually use. I was looking for an idea and i kept seeing pics of the characters from the anime "Dirty Pair" and Kei is just cute with her red poofy hair so i drew a quick bust of her. I should actually watch the anime some time.Related content

PERFECT! I'm a big fan of the Dir--er, Lovely Angels.
Nozomi-Rightstuf has released all the DP anime, including (finally!) the 1985 TV series (including the unaired eps. 25 & 26, released in Japan on VHS as With Love From the Lovely Angels, aka From Angels with Love) sand Flash (an alternate universe OVA consisting of three series), taken from Japanese remasters, with the original presentation (Japanese title cards, credits, etc.) All are in Japanese with optional English subs. The subtitle scripts are excellent. The OVA features Affair of Nolandia (the first DP anime, not counting their debut, with Mughi, in a drive-in movie, in the Crusher Joe movie, in the style of the light novel illos by Yoshikazu 'Yas' Yasuhiko) & Flight 005 Conspiracy and the movie (U.S. sub-title Project Eden) include the Streamline Pictures & AD.Vision dubs, the '87 OVA series & Flash have the ADV dubs...

I'm very, very curious...how do you achieve the soft focus effect?
It's something I've seen here and there but any attempt I've made either looks far too subtle or way overblown.

It looks like he doesn't use black outlines.
Outlines seem to be lighter or darker in their respective areas.
Like , there's almost no visible outline in brighter areas.
Maybe try something like that
