i colour with photoshop cs, but it's a pretty basic technique and would work with most other versions and programs
the brush strokes.. which part? shading or lineart? lineart was with pen tool, shading i just drew and filled in by hand, then blurred the parts with most sunlight with the smudge tool ^__^
