Well, I don't think Sirens are a "criminal team": they are tryng to change their life...
Selina was recovering from Heart of Hush, and she was more "good" than "criminal" in that time, Pamela had found a job at Star Lab without killing anyone and they fought some criminal like Doctor Aesop, with the "help" of Detective Nigma (Eddie was really reformed in that moment)
In the end their partnership is over and Harley starts an Arkham jailbreak to free Joker, but Gotham Sirens are not Criminals or Heroines... just, Sirens XD

They're not hardcore criminals, but they still do quite a bit of criminal activity during that run. Petty misdemeanor stuff mostly, but crime nevertheless. An alliance of criminals trying to reform is still a criminal alliance.
But you make a valid point. They're not villains or heroes, they're Sirens.

I am glad you like it.
I liked Harley the most in Gotham City Sirens, so I was intent on getting her there.
I may rework this profile later as I feel I have more to say about Dr. Quinzel.
