Description Icadyptes salasi, a giant penguin that roamed Peru about 35 millions years ago. It has about 5 feet (1.5 meters) tall, one of the largest penguins ever described. The specimen that lacks the darker coloration is supposed to be a juvenile, even if it looks a bit too big to still be young.

I think no, the oldest I know from there is Perudyptes devriesi, from 42 millions years ago, of the size of the modern King Penguin.

The oldest penguins come fom the Paleocene of Antarctica (Crossvallia) and New Zealand (Waimanu). In South America the oldest record are the Eocene penguins of Peru and one possible penguin from the Eocene of Tierra del Fuego.

No....the neogene penguins are more similar to modern penguins. Some like Paraptenodytes or Arthrodytes are possible more "primitive"....but all are more derived than Icadyptes or Perudyptes
