In the centre of the flag is an emblem which combines two symbols of Guamanians' Chamorro identity and heritage: the shield is in shape of a Chamorro sling stone, and inside the shield is a latte stone. Behind the shield is the Cross of Burgundy, recalling Guam's history as part of the Spanish Viceroyalty of New Spain prior to its transfer to the United States in 1898. The territory's Hispanic culture is also represented by the red and gold colours of the emblem. The blue field represents the Pacific Ocean which surrounds the island.Related content

OK, you are right that Guam was administered from the Philippines after Mexican independence, but it was still part of the Spanish colonial empire prior to its acquisition by the United States.
