/!\ WARNING! /!\ this is my first critique, so it might be kind of crappy, but I noticed a few things and wanted to share them with you! ^-^
First of all, the hair looks freaking amazing, I love the concept and it looks great! (Not to mention the fish are so cute)
I've also never seen any idea like this, with her hair as the water, so it's really cool! The way the bows are positioned and everything shows motion and they look awesome. The shading is pretty good and all soft and in the right places, I like it C:
The only complaint I really have is the anatomy. The legs look like they are just the knee down and there is no thigh, plus it looks like they are coming out of her torso, not her hips. It's a tricky position to pull off, I'd suggest making the position yourself and getting someone to take a pic you can copy or something.
The arms are a little skinny for my taste, and she appears to have no eyebrows but that might just be your style, so that's all okay!

This artwork is so good! It is very original as I have never seen this sort of image of miku produced and I think you pulled it off very well. I love the technique you used in the hair to make it look like her hair is made of water and the little details such as the fish in the hair, the uniform and the skin was done very well. I hope to see more artworks like this made by you, so keep up the amazing work and again, I hope to critique more of your work in the future.

The pose is too much wonderful and very well done on the skin. The uniform is too much great.
Maybe need more details or litttle shading.
That's maybe because you didn't make a background that's look a little like it miss a little thing on it.
