I googled "textured paper" and found that worn out paper look and turned down the opacity. then there is another grey layer over that and I just cut some different ovals out and over lapped them a little at different opacities. then made the center one have a blue tint to pop Rocksteady's warm grey skin off from the Background. "Warm and Cool!"
I can't take all the credit, check out my favorites and you will find some x-men drawings by Tim Kelly. They are not the same but I was definitely inspired by them.
