Hmmm.... my perspectives still suck, I spent 3 hours on this, mainly fixing the damn city because it didn't look right. It still doesn't but... oh well...
Take note though, that it's not supposed to be straight. The city is spinning around an axis, but it's a cone axis rotation, not a straight line. Each tier moves according to it's own orbit rotation, as well as having to take wind effects into account, the platforms aren't bound to each other's movement exactly. They are affected by proximity and orbit and general movement so they won't crash into each other though.

It's a tiered tower-city, the lower tiers are occupied by poorer people, with lots of low buildings and crowded streets. As you go higher there are higher buildings and less of them, there are parks, entertainment centers and government buildings. The third tier from the bottom is supposed to be slanted inwards, overlooking the business quarter and the central park, but I didn't do it correctly in the distance...
Anyway, the story behind it is that the world was filled with pollution and humans were no longer able to live there, on the ground at least. They built these hovering cities where they could survive. Transportation is limited, and done locally through teleporting in close proximity, as fuel resources were long depleted. Meanwhile, as humans no longer walked the earth, the world began to slowly recover. Bit by bit grass fields began to spread and the sky became clearer and clearer with more oxygen production.
The humans saw this, from their high built tower-cities, and wanted to go down to explore the new world building below them, but they were now at a problem. They could not get down! They had no fuel and no air crafts to use. Ladders would not help as the city was spinning in orbit over the tower. They could build gliders to go down, but how will they come back up? No one would take the risk!
So they remain confined in their high cities... but at least they have nice view

from the height of one building? maybe. but the buildings in that picture are so tiny, and ladder would take decades to make, anyone on it would fly off by the wind eventually, or grow old while climbing down. lol

if the buildings on the flying rings are similar in size to modern skyscrapers if not smaller it couldn't possibly take that long

Haha, maybe to get down from one scraper to the floor of the platform, but the distance between each platform is huge, like 50-60 of the world's tallest building stacked on top of each other. And the platforms are moving. Each breeze on a certain height would shake the whole ladder through, very possibly shaking off whoever is climbing down.

I suck at conveying distance lol, at that height they'd be in the clouds and beyond...

Initially I was planning to do a top view inside a tiered city, located amongst lots of foliage. When I got to the canvas though, I decided to pick a horizon view instead, with the city "leaning" towards the viewer for an instability feel. The previous idea affected the story.
