I just remembered in my history class that during the fall of the Roman Empire, the Romans seek help from the Germanic Tribe but the Germanic Tribe betrayed them because they "won't understand the Romans". So maybe, in the Hetalia world, this is why Romano hated Germany.
BTW, If I ever ship Roman Empire with someone, it would not be Germania (sorry Germania x Rome fans
