I haven't watched Regular Show in a looong time so I can't speak for Thomas or CJ, but the hyenas I can agree with. Although I'm happy with a few head canons they're given that sort of establish their back stories, it would be nice if something actually canon were to be said about them other than the the whole "forever hungry" thing. I feel like they deserve better than that.

As much as I loved CJ and Thomas, I honestly had this gut feeling they would both just be "filler characters" at the end of the day.
First, I'll start with CJ. When I first saw her in "Yes, Dude, Yes", I actually did feel sorry for her just because Mordecai did kind of screw her over in that episode, and I was a little disappointed to see her just walk away like that because I had a feeling that we would never see her again. However, when Margaret left in season 4 and then CJ came back in season 5, I was surprised, and actually very glad. I really liked that her and Mordecai made amends, and then she also became friends with Rigby and Eileen. As season 5 went on, I really liked that her relationship with Mordecai actually developed him more as a character and even developed herself more as a character. But I always had this thought going on in my head, "Wait.... what if Margaret comes back? What will happen?", but I tried not to think too much about it. I also liked the episode "Daddy Issues" because it showed some more of CJ's life outside of her friends, and I was hoping maybe we could see some more of that. But alas, we didn't. Margaret came back, and that basically meant "Our filler actress will be tossed away soon, enjoy her while you can", and every episode sans Birthday Song Contest or whatever that episode was called (which I honestly think was broadcasted out of order) had her in love triangle plots, and eventually, she dumped Mordecai and moved on with her life. So, basically Regular Show just told me she was nothing but a pure filler character and we'll just likely see her as background filler and will only appear again when "The time comes." (Seriously, now it's almost like none of the gang even cares about CJ anymore now that Margaret came back). I am happy though that she did go off on a happy note.... somewhat.
Now, Thomas. When he first came around..... I didn't have much thoughts on him. There were also moments I kept forgetting he was a character in season 4 since he rarely appeared or contributed to the plot. It wasn't till I saw "Cool Cubed" that I remembered who he was. I honestly wondered why he kept dissapearing and why he was even treated like shit in some episodes (until I learned during the same season that he was an intern; it went passed my head in Exit 9B and Starter Pack). But by the time season 5 came and appeared more, I actually started to like him. I liked his laid-back and usually pretty dorky attitude and how oblivious he was to negative comments (I honestly just assumed he was that type of "Tis cool, man. I forgive and forget" kind of guy), and I could also relate to him since I'm (like probably a lot of RS fans) a college student and I've been an intern myself so I know how it feels to be "that guy no one cares about." But like CJ, I did have this gut feeling that said, "What if they run out of 'intern jokes' for him? Will he become a main worker or just be sent off once he's finished with college?" but again, I tried no to think too much about that. I did feel like Thomas had a lot of potential to him even as who we thought he once was. We could have learned what his life at college was like, why he's so close to his mom (especially since he never mentioned his dad), what his childhood was like, etc. I actually wouldn't have minded an episode where maybe Mordecai and Rigby are bored, so Thomas offers to let them hang out with him at his college and then they see Thomas has more of a life to him outside of work or something. I remember being really excited for the episode "Thomas Fights Back" because I thought Thomas was long overdue for a real episode, and I was surprised to see he knew all those skills that it made me wonder where they came from. I did get a little suspicious when he said "Mission accomplished!" at the end, but I honestly just assumed it was him joking around with his mom because he didn't seem like the type to just betray the guys. But when I heard about the episode "The Real Thomas", I was excited and a bit scared at the same time, because I didn't know what was going to happen to his character. When he mentioned he was a Russian spy, that shocked me a lot, especially when they began showing the flash backs. I was also surprised to see Thomas actually was aware of how the guys treated him and he did finally get to express his feelings, but at the end of the episode, I was satisfied to see he was still friends with the guys, even though he had to hide from everyone for the rest of his life. After he left, though, I used to have some pretty mixed feelings on it. I honestly thought the episode was just an excuse to write him off because they ran out of "intern jokes" to throw at him. But when JG explained that they were actually planning on doing this for a while after seeing fans wonder if he'd develop more as a character, my thoughts began to go up. Because JG seems like an honest guy and I don't think he'd just use this to cover up something like that. Maybe one could argue he was just a "filler character", but I am honestly glad to know this was something they wanted to do for a while.
As for the hyenas, I personally don't have much to say on them. They literally just seemed like characters who were just pure sidekicks and nothing more.Β

For me, it's just that these two appeared when the main characters were starting to become closer to one another and their personalities improved. If you've noticed in the much earlier seasons, the main characters acted like they were part of different social classes. But when Thomas and CJ came around, the main characters were in the process of being close to one another. So, at the same time, I felt that Thomas and CJ were being accepted as new members of the Regular Show family.
As for the hyenas, they are exceptionally popular as Timon and Pumbaa. So, why not give a proper spotlight to those guys?

I get what you're saying. It seems to me like the way they were introduced gave us the vibe, as you said, they'd be part of the Regular Show family, but in the end, they were both just characters that they'd use for a while then dump in the trash once they no longer have a use (one for shits and giggles, the other to fill in Margaret's role till she came back). However, I do at least give JG credit for admitting the idea of Thomas becoming a spy wasn't just made as some last minute idea to write him off, and it is something they wanted to do for a while (and you got to admit, with Thomas' current position of being a traitor to both countries, he really has no choice but to hide for the rest of his life).
CJ I feel like got more of a raw deal - I feel like all of the love triangle episodes pretty much said "We basically just needed her till Margaret came back. I mean, do you really think it was a coincidence that she just happened to come back the season following Margaret's departure?" But like Thomas, she did (somewhat) go off on a happy note. But what sucks is now that Margaret is back, pretty much everyone has forgotten they were even friends with CJ to begin with.
And I get what you're saying about the hyenas. I guess the producers just never really thought they would work for a major spotlight.

I'm not saying that I am a big fan of Thomas. I'm just saying that it seems kinda unfair for a new character like him to join the show at one point and then suddenly be taken off two seasons later.

In my opinion, CJ was a stronger character, but Thomas never really grew character-wise.Β He pretty much stayed a flatΒ and there wasn't much he gave to the plot or its development.Β

But there was an episode that focused on him. It was about him helping the guys retrieve a statue.
