This is Princess Emerald from the manga Tsubasa. I just loved everything about this character. Her personality and her fantastic dress. So I just had to draw her! ^.^
Well, I first sketched the drawing, then went over it in ball point pen (the worst pen ever! but I couldn't find another one >_< then I scanned it into Photoshop and coloured/touched up the final picture.
It took me a couple of days, because I was so lazy n.n
