Lets see - this person has blood on (her?) hands and clothes yet has a bunch of prayer beads, is still yet appears to be moving/warping, breathes air yet has fish?! This is a person of contradiction, what I don't understand is is this deliberate or accidental? (on her part) also she is ....disturbing

You've got the visuals right, great job with that!
It's actually a male. ^^ This piece is titled HypoCRisY simply because every detail of the work is not placed without its contradiction beside it.
He is wearing plum-coloured robes: purple being a colour that signifies royalty and riches. However his clothes are stained with blood, which a person would commonly view as impure. You mentioned 'prayer beads', and I'd like to commend you for that, because I intended them to hold religious significance. The blood on his hands also carries the message of impurity, and because religion is a holy thing and the prayer beads signify that, the blood is a contrast to his beliefs and actions.
The koi fish are meant to be representations of the yin and yang. If you look closely, you will notice that his eyes are 2 different colours. His right eye (our left) is red, and his left eye (our right) is blue. The fish act as an extension of this idea, verifying to the viewer that whilst he intends good, he is as well intending bad without you noticing.
The background on the bottom left corner is meant to accentuate his shadow. The imagery I was going for was: the stronger the light, the darker the shadow, which revolves around the fact that the harder he tries to show his kindness and fake good intentions, the more vile is his deception to come, for he is a creature that feeds on honesty to breed more lies, hence, hypocrisy. He says one thing, but in reality, he means the other.
Also, the decorations on his head are also meant to contribute to the fact that he is a person of wealth and status. The accessories represent opulence. And they are in contradiction with his true evil intentions.
The title is a deliberate mixture of capital and small words because there too, I had intended to strike confusion to the viewer's thoughts; to make them unsure of what they are seeing and to question, because our subject here in the work is doing the exact same thing to whomever he is deceiving.
Whether or not his actions are deliberate or accidental is up to you. He could be psychotic, or he could be doing it all for 'good' reason. Perhaps he is so familiar with deceiving others that hypocrisy has become his nature. I'll leave that to you to figure out.
I hope this has helped you understand it better. ^////^ (And thanks, it's meant to be disturbing. )
