It was simply a hypothesis I made while reading YTWC's HeartGold nuzlocke. Namely: why are Starly there, and yet no one noticed in Gen 1? Answer: Black Pidgeys. It was something drafted for Lucas Pearl Rival as an excuse for Leaf to be in Sinnoh, but I tend to keep it in my mind whenever observing how remakes casually open up plot holes in Pokemon counts.
