I think thats a whole conversation in itself. What is overweight? Is it according to your ideal BMI? According to a beauty ideal? Or in regards to how many percent of the body is fat vs. muscles? 
Personally, Im the second type and consider myself overweight - because I know the curves are pure fat and lowers both movements, others perception of me in regards to work and my health.
However, another person who looks exactly like me could easily be much more healthy if they had more muscles underneath the fat. (Happens often with people who exercise AND eat a lot)
