Uhm, to better clarify, the difference between UTAU and Vocaloid is quite big. Vocaloid is made by big companies with typically already famous voice actors/singers. It's very high quality, and therefore expensive. UTAU is a spin-off program, typically with less impressive results, and is free. You can also record your own voicebank and import it into the program. So yeah. >_> But your OC is totally cute and you should record an UTAU bank for her! I lover the colors.

vocaloid : you have to pay shit out of you to get one, and you can't make your own
utau : free and you can make your own character and voice for it , and it's called as a voicebank (vb)
