Well, in this case it's all about looking over the east and west, which the Byzantine Empire rather did, being capitolled on the fault line between Asia Minor and Europe. And they really did get more horrifying in later, more Slavic and/or Baltic (and, indeed, occasionally downright Teutonic) renditions:

actually it is a symbolic reference to janus a roman god who had two head one looking in future the other looking in the past . the two headed eagle is a affirmation to ideology of grounding yourself in traditions and history while aspiring progress
