I really like the infographics and charts themselves, but the composition on the page is a bit scattered, and there's way too much seemingly random negative space - maybe think of a different/more structured way of aligning them? but this is super slick!

Hmm, it's better, but it definitely looks unbalanced (left-heavy) - the head and the web design globe black-fills are weighing that side down, I think.

I appreciate the colorfulness, but I think I get a little lost in it
Well, here are my suggestions: I think I would take out "self taught" and the amount of time you spent on various things, just list what you can do there. Keep the information you put on there as simple and concrete as possible. I think I'd actually remove the section you call education since they know you've been to high school and move most of that under experience. I think I'll lay out how you should do this:
Mission statement: to obtain a position as etc whatever (this is basically one sentence that does not use first person - never use first person in your resume, and you do not have to use complete sentences)
Relevant Projects: stuff you've done that more or less fits what you're going for; briefly describe relevant projects that you've done that involved graphic design
Experience: pretty much what you've listed under grades 10-12 with the exception of the "daily use" statement because it's rather vague and you want to keep this thing compact. The difference between this section and relevant projects is that this is geared more towards positions you've held vs. things you've done.
Skills: list off your skill sets, and as far as this sections goes you either know it or you don't. Looking at this, I would put: HTML, Flash, CSS, Photoshop, Illustrator, etc pretty much concrete skills.
Activities/Special Interests: List things that interest you in the most simple terms possible, for example: digital design, web design, print design, typography, linguistics, etc
While the creativity you put into this is awesome, what these people are looking for is a person who can take a crapload of convoluted information and put it into a simple and convenient form for people to understand at first glance. Therefore, I think your best bet in a resume is to (as much as I think you'll hate to hear this) go for a more traditional setup. This does not mean it has to be boring, just focus on making it short and to the point, because these people don't really read these anyway, they give it a quick glance. So, I recommend that you do use color as in color blocking as you've done with titles and such here, but focus your efforts on minimalism - it will show that you are fun, unconventional, but professional.
In any case, I hope that wasn't too harsh, but I didn't think it would benefit you if I didn't share what I actually thought on this.
