Uhhh I dont think it does. And know one person from Japan that plays the NA and one from Australia that plays NA servers.

You can probably make a note that you're from and blah blah.

yeah, it's just like Corel painter but much easier
my first week of trying it took alot of practice on understanding some basic tools because I dunno how to use them, I even asked a friend to help me since she is the one who gave me the program.But in the end it's worth practicing though.
As for photoshop, I'm still using it until today just for retouches, background and vector ones

oh there are... like the pen tool for line art which is kinda smooth but is very tedious to do because you have to line one by one. the brushes are very useful as well, try experimenting with them that what I did when I was using it the first time, my old drawings are from PS, I just got sai last week
