I think the reason why this picture was declined is that there are non-nature elements noticeable, see the rules for further information: [link]
else there are two things I recognized and could be improved:
If you would make the already dark part of the image even darker (black or near to black) there would be less distraction and the picture would appear more calm which is suitable for this scene I think.
The other thing is the water at the bottom. It's another thing that's distracting, cut it away and see how the image appears then.
beside the things I mentioned I just can say this is a wonderful scene with the palm trees, the sun and the beautiful orange, good work
