Description Sometimes, your leaders suck.

The High Prophets: The guiding force of the Covenant Empire and interpreters of the Winding Way, the High Prophets are also lying manipulative monsters who seek power mostly for personal gain.

The Citadel Council: The most powerful races in Citadel Space, they are the chosen representatives meant to bear the responsibility of their species. They are also really good at denying things that should be blatantly obvious.

Now we shall gather to bare witness to the most horrific type of battle... a POLITICAL BATTLE! Watch as they double talk, misrepresent, and outright deny facts while making up other facts! The horror... the horror...

WHO! IS! DEADLIEST!

The Covenant will ass-rape the Citadel Forces. 'Nuff said.

The Citadel Council takes its time dragging its feet in dealing with threats. The prophets are adept at deception and can come up with invasions and threats on their own with their allies. Not to mention superior firepower from the Covenant Fleet that makes the Reapers look like target practice. Eventually the Citadel Council, wanting to save their skins, will sue for peace. The Covenant will win. No questions asked.

the Prophets were at least competent at what they did. They did convince the Covenant to kill humans indiscriminately because it would interfere with their plans.  The council can't seem to agree on anything.  So it's a single group of old men who can convince you to their side by manipulation, vs 3 individuals who are looking out for themselves.  Prophets FTW!!!

The three biggest dicks vs. another 3 biggest dicks in the galaxy. Both groups run ship-cities (High Charity and the Citadel respectfully.) While they are bickering like morons, the Flood and the Reapers would team up. Boom!  Everyone's dead. Very nice going, idiots.

Let's see, one group are the Political and religious leaders of a powerful empire that destroy or subjugate all in their path.  The other, a group of beings representing the three most 'powerful' species in the galaxy.  The Prophets win because they can agree on a single agenda. In the book Contact harvest, they all agree that it would be better to keep the truth about humanity a secret in order to preserve the Covenant.  The Council is made up of three different species, four if you go by ME 1's ending.  Each Councilor would be most concerned with what affected their own species.

I'd give this to the Prophets. They might be evil dickbags, but they're good at being evil dickbags. The Citadel Council was trying its absolute hardest to make everything better for everyone and just made everything worse. I mean, don't get me wrong, I'd be reluctant to accept the existent of giant robotic cuttlefish from outer space too, but there comes a point where you just have to face facts and get something done.

The High Prophets actually did something but ended up failing their end goal.



The Citadel Council on the other hand did nothing but the galaxy was still saved.

This has to be the funniest Death Battle description I've ever seen.
Okay, if this a battle of whose more useless, the prophets win since the councilors at least aren't evil. If we're having a political debate, they both lose because the fact checkers point out that everything they say is wrong.
