no it's KDE/kubuntu only. Unless someone else wants to port it

I don't use windows much and have never made a windows theme, so it's unlikely. Anyone else is free to port it though

Easily doable, if not with QtCurve then you can use QuantumStyle to specify custom SVGs, pixmap style.

I know about quantumstyle, but it's too incomplete (no mouseover effects for example)and hasn't been updated in a while (does it even work with kde4.4?).

I couldn't say if it works with KDE4.4 but if there are features that are needed then contact the developer!

I've never such folder overlay in gtk/gnome, but the rest could be easily done, I think, if you doing this in kde4 is too hard. Btw, I've already seen such things on some kde4 desktop, it should be possible

It's intended to be a KDE theme (even though it would be way easier to make for GTK). But most likely I'll use Qtcurve to create it, so it should work on gnome too .
