I'd give it to Magneto. He has far superior range (Lucy can't stretch her vectors beyond 2 m without seriously straining her body, which she evidently doesn't do normally if her fights with Bando, Nana and Mariko are any indication), way more experience, far faster (catching a light-speed planet busting bullet and deflecting light photons>>>>>>>Mach 500 space vector feat) and his preference to staying away from foes while hammering at them with his magnetism will help make sure Lucy can't just decapitate him.
