Now, I don't know who wrote that little piece, but it's from a PokΓ©mon-creepypasta called "Hypno's Lullaby" or "Hypno's Cave". I thought it suited Albert Fish! Y'know, that old man who ate children? Yeah, who else?
The people on the picture from left to right: Albert Fish (well, duh), Grace Budd (10 years old), Francis X. McDonnell (8 years old) and Billy Gaffney (4 years old).
Those kids are the only confirmed/known victims of Albert's.

Not only did he eat children, but he was also an extreme sadomasochist and sex pervert who enjoyed inflicting pain on himself and others. He beat his buttocks with a nail-studded paddle and let his children and the neighborhood children hit him with it. Fish whipped himself for hours at a time. Fish also ate excrement and embedded needles into his abdomen and scrotum. He even called going to the electric chair, "the ultimate [sexual] thrill."

I know this guy! I mean, I know his story. What a sick bastard he was. Really sick. He used to stick needles deep in his body because he was aroused by the pain, and when they tried to kill him on the electric Chair, the metal needles caused a short circuit... and he needed to be roasted another time.

HA! I knew it was Albert Fish just by looking at the tiny thumbnail on the message page! 
(Random story: the first time I read about Albert Fish I was so creeped out. It was in a (really good) book about serial killers written by a French guy called Stephane Bourgoin. Very interesting, but the descriptions... Urgh. The words "ears" and "screwdriver" shouldn't be allowed to be in the same sentence.)
