Eeh hee hee... Basically, it's Namikaze Minato (Naruto's dad), Hatake Sakumo (Kakashi's dad), Hyuuga Hizashi (Neji's dad), and Uchiha Fugaku (Sasuke's dad) looking down at their sons from the after life.This originally came from and idea of drawing Jiraiya and Sakumo having a glass of sake in the afterlife, and so that sprouted into this and this
