Kyto is a Nlian that exists in my New Start verse.

Kyto was born in Lozir, a prosperous city state known for its markets. She grew up in a family of merchants, gaining an acute interest in both trade and business and turned out to have natural skill.
As an adult she became one of the main commercial ministers of Lozir and later of the entire Sunlet Hills region.Eventually she was appointed to the Ministry of Commerce and rapidly rose in the ranks. She has many diplomatic skills and frequently represents Nlia at trade/business conferences off world.
She appears in the story Amethyst Skies II:

Nlia is divided into a series of different city-states, but these states have long since combined to form a planet-wide union,
the Nlian Accord, uniting all Nlians under a single government and constitution
The government is run by a President and a Senate.
The Senate consists of a Congress of Delegates which represent the various city states and run the planet as a powerful centralized ruling body.
The Council of Ministers is in charge of various government departments:
Members are appointed by the President with the recommendation of the Senate.

Another thought...Nila's hot by human standards, but they dress in outfits I associate with cooler climates. Either they don't retain heat like humans or those fabrics don't overly insulate them. Is either the case?

I've thought about that. I looked at a lot of pictures of desert tribes and in a lot of hot desert climates
people dress in long flowing garments it helps keep them cool. Most of the ambassadors spend a lot off
time off world. Also with Azalea's Dolls I had to use the outfits they provided!
As for heat retention and fabrics not overly insulting that is definitely a thought!

I've sometimes wondered about Shylea. I originally gave her short sleeves because I thought it looked better,
cuter even. Than as I developed her world more I realized that she comes from a hot desert climate.
Earth is a lot cooler and so are standard temperatures on Starfleet ships. One would think she's be chilly
in short sleeves but I think Nlians have a complex inner temperature regulation

The southern areas of the Northern Continent are similar to Florida or Hawaii in climate.
The Northern Mountains are similar to New Zealand and there is no snow.
