I honestly don't know who this is. He seems interesting, but I never saw much of this portion of the Anime, so he's a blank to me, since I don't think he was in the games. Wither way, he's pretty awesome looking with that harp and that outfit.

I didn't see any of this part of the anime either, and he definitely wasn't in the main game series. He was specifically requested by somebody, and I thought his design was pretty rad so I went ahead and lumped him in with the others

The anime has Hau so late in the anime it'd be weird if he had out of nowhere a crush on her now

Yeah, it would, but it would actually be in keeping with the early season Pokemon anime tropes. (I'm looking at you weird Orange Islands Gym Leaders who were really into Misty, and especially you, way too old for her dude. )
