Seriously, this is Pokey Minch, Ness's obnoxious neighbor-turned-nemesis, from Earthbound (originally PORKY Minch in the Japanese Mother 2)

It was a fateful night in the town of Onett, Pokey and his younger brother, Picky were left home alone while their parents went out to a fancy restaurant, when suddenly... BOOM! A meteor crashed into the mountains near the suburbs and Pokey wanted to be the first to check it out! He incessantly bugged the local police officers to get a closer look and even insisted that his next-door neighbor, Ness not bother trying to investigate, despite not having any luck getting a look at the meteorite either.

Later that night, Pokey knocked frantically at Ness's door. He was in a panic because he took Picky to the mountains to look at the meteor while the police were distracted by the Sharks, the local gang that regularly terrorized the town. However, he and Picky got separated and he needs Ness's help finding him. In reality, Pokey got scared and ran away, only to realize that he ditched his little brother. Ness agrees to help, but not before changing out of his jammies first. What started as a simple journey to the meteorite in search of Picky, wound up as a revelation of an ancient prophecy involving Ness's destiny as the savior of the world from an alien menace.

After an epic night of adventure, Ness brings Pokey and Picky home, where they were greeted by their parents... With a sound beating for leaving home in the middle of the night. Pokey decides to tail Ness on his adventure while searching for many ways to slow him down and/or flat-out inconvenience him.

As the game progresses, Pokey will do more and more douchey things to Ness and his friends. But is he acting out of jealousy towards Ness? Or is something else pulling his strings???
