Nope! Junjou Terrorist is Shinobu X Miyagi.
The younger guy here is Shinobu, son of Mitsuhashi University's Dead of Literature. The other guy with the glasses and black hair is Miyagi, the literature professor who works with Hiro-san from Junjou Egoist (Hiro x Nowaki).

hahaha! yeah, the glasses are all just part of his really bad disguise. it is going to take a like while for me to warm up to shinobu's voice actor. i just watched the episode where miyagi and shinobu have the show to themselves. the end where shinobu cries was great.
