I use PS Elements for my pictures, and it comes with a set of "cookie cutter" tools. I had two different pictures of the background up, so I cropped picture #1, then pasted that cropped section onto the actual piece, rotated and repeated.
The person who actually filled the order gave me the idea of making it puzzle-like, but I gave her ideas my own spin.
