I see a lot of photos where horses are apparently meeting where one is tied and one is loose. does this help with interactions? How does one decide who to tie, and who to let free? or is this a totally random observation of mine, and not a common practice?

I've seen it done too, but I don't completely understand it myself.
I think its based on the horses temperament. The one that's the one that's more likely to react badly is tied. Personally I don't like it. Either let them meet with a fence between them, or just loose. Like here, my horse and the black filly are both completely loose. Caeli was more likely to stir up trouble, but Shelby is bigger, so more than capable of taking care of herself. Plus both owners (myself and Bruce) were both there in case something happened and we needed to grab our horses.

Just a quick question - are the horses at this stable always in sand arenas or do they get to go out on grass?
Nice photo, btw. You're really good at capturing the horse's interaction with each other and their surroundings. :3

Only if you take them out of the arena (like the pasture and suck). But everything is brown at the moment . . .
