If you have a CP Passport membership, then yes. If not and not a Poser 6-7 owner, then no, you have to buy them.

You can if they are in Poser or Daz Studio format, you just can't sell anything with them if they are for personal & noncommercial use only.
It's just like dealing with stock, you can use it but you have to read the terms of use carefully.
There are some things that Daz Studio can't use at all and that's anything "dynamic", dynamic clothes, dynamic hair, plus anything that takes Poser specific shader nodes/materials.
