in new layer make circle using elliptical marquee tool
than take filter-> render-> clouds (black and white or light yelow colors)
after this filter-> distort-> twirl take as much as you need to twirl it XD
and to fit everything to floor take move tool and while presing Ctrl button fit it to the floors
