oh hahah, well if the background is dark, then take a lightcolor (I used lightyellow) and use the pencil with the faded edges brush. (sorry, I just don't know how to explain it)Then draw along the edges of the moon. and you have the effect like it is shining =3

with pastel.... well... ehm..
I think that you still have to use a dark background and a lightcolor for the shine
and then round the edges of the moon you draw a line and then and then wipe. (the same effect you will have with the faded edges brush).
but I never used pastel. well I think I never used it... cuz I simply don't know it if I had used it xD.
