Yes, he is. He discovered it's easier for him to run and jump everywhere like that.
 Jay's not so evil. He's more like Harley in that aspect. He even liked Damian Wayne when they were kids and tried to befriend him.
Jay's a prankster. A little cuckoo in the head but not so dangerous. Yet.

Yeah, that's kind of how I imagine the kids of Joker and Harley as being, too. I like to think that maybe, Harley would try to raise them better than Mista Jay would; try to teach them not to give in to the darkness, like she and Joker have. So maybe they wouldn't become evil criminal psychopaths, but more like unstable anti-heroes; clown themed crime fighters, who aren't particularly concerned with whether or not the bad guys survive. Whether they're evil or not, I can't imagine any kids of Joker and Harley, not being clowns of some kind.
