There was a Chinese governor who, seeing that only the living commit crimes, sentenced the ENTIRE population of his province to death ! His army went from town to town, killing, killing, killing ... the central government got wind of what was going on, when multitudes of refugees were pouring into neighboring states and reporting what was taking place. The main army met the governor's troops -and won !
But Szchenwan would not be recolonized for about 80 years !
