In the Otherverse, Perceptor's interaction with the Mainstream Universe's Bumblebee caused all that "empty storage space" in his head to be corrupted with a distorted view of reality alongside the logical view of it. As a result, he's become a mad scientist in the most figurative sense.

Also as a result, the button on his head (which was originally used as a means of showing everyone his point of view) now distorts reality in any way he sees fit, whether it be minor alterations (such as the SHOOP DA WHOOP shown here) or just flat-out breaking reality. He can fix it whenever he wants to.
