That's what the historians told them to paint it. The NPS does nothing without thorough documentation and input from professional historians, and I guess someone said that Central Pacific pump cars were red and blue...

Still seems like a rather odd color combination, even for that period. But if that is what they were painted, then so be it I reckon.

Well, it's like red locomotives - very few were actually completely red during that period. If you're familiar with the Leviathan, it's supposed to be blue just like the Jupiter The more you find out about period colors, the more surprising it gets...

That actually doesn't surprise me at all... regarding the Leviathan. When I say its color scheme, for the exact reason of the color red. If they had to use a fictionalized color scheme I think green would have been a better, more original option.
