She seems to be the only one who understands:
a) the poorest of the seven kingdoms can't lay claim over the richer, stronger and more experienced kingdoms
b) pillage and rape doesn't win wars
c) peace is better than a war they can never win

Pillage doesn't win wars on it's own but it can contribute to winning one by denying the enemy it's wealth be by looting or burning it, like Tywin had Gregor Celgane do in the Riverlands, but otherwise your right on it's own it doesn't win wars and rape definitely doesn't
