At first it is necessary to convert a film in format JPEG Images (for example in Total Video Converter-> [link] there in Russian, but to the main thing not to listen, it is necessary to look). Then to process each shot in any graphic editor. Further it is necessary to collect GIF with a speed 42 ms/shot (for example in program Atani, it very easy). All! Though I didn't like inscriptions on shots after a storyboard in Total Video Converter, and I did simple captures of a shot in KMPlayer. But so it turns out much longer.
