An experimental ‘junior agent’ for the United States government agency known as the Bureau of All Abnormal and Paranormal Affairs, I based Jenny's appearance off of a one-off character by the ecchi artist Eroe:

…but as a character, she’s really the combination of Naoto Shirogane (Persona 4) and an extremely small Warhammer 40,000 Space Marine (but also the little nagging voice in my head that says “Your room is a mess, clean it. Oh, and clean the bathroom as well”), her backstory being as follows:
The daughter of two senior BAAPA agents, Albert Chung and Candice Middleford-Chung, Jenny was just as much raised by the organization as by her parents.
Along with her future partners, her childhood was mostly spent learning how to be an expert investigator, and as soon as she developed the fine motor skills necessary to safely handle them, there came how to most eff
