I basically just rendered a landscape in 3D then I painted right on top of it .

Landscape was done using a old favorite of mine called Artmatic Voyager. It's a really unique landscape generator created by some ridiculous folks at U&I software.
The painterly part was done using Synthetik StudioArtist. The rest is just Photoshop.
